Contenuti The course will analyse the main topics related to the EU institutional framework and the economic, political and juridical integration, in order to provide a comprehensive and dynamic survey of the current status of the European integration process. In particular the content will cover the EU institutions, sources (also in the perspective of the relationship between the two legal orders, both the European and the national ones), juridical procedures in the ambit of the ECJ jurisdiction, fundamental rights and the EU citizenship.
Testi di riferimento Foreign students can use a handbook in English.
Obiettivi formativi The course is designed to give students the instruments in order to understand the European integration process in its essential elements from the institutional and material point of view (fundamental freedoms and rights). The student will be able to 1) give a critical analysis of the norms and the jurisprudence of the European Union and the relationship between these and the national legal systems; 2) use the appropriate terminology and give a complete explanation of the notions acquired; 3) approach the subject independently, with awareness of the specificity of this discipline within the study course;
Prerequisiti general and individual prerequisites can change on the babis of the specific curriculum and the degree. Students are recommended to verify their specific position with the cooperation of the Students General Affaire Office.

Programma esteso The course will be divided in two different parts: the institutional part will analyse the following points: the European integration process, the Union Institutions and the decision making process, the Union competences, the relationship between the EU Law and the national legal systems (direct effect and supremacy in particular), the Jurisdiction of the European Court and the main European Actions, fundamental rights. In the special part the following arguments will be covered: free circulation of goods in the Internal Market, free movement of workers and investments in the context of the European space of freedom, security and justice, citizenship. Programma esteso The main subject of the book is the relationship between discursively shaped social relations, entrenched in the principle of mutual recognition, and the need to punish the perpetrators of communication disruption, involving the commission of an offence in multicultural societies. This work analyses the problem of the intercultural nature of legal discourse and the dispute about the universality of human rights. The author raises the question – crucial yet complicated from a legal and, above all, philosophical and ethical perspective – whether Western societies are entitled to judge the representatives of other, distant, and distinct cultures and to subject this judgment to the relevant sanctions. The answer to that question is sought in universal human rights, which – whilst being grounded in human dignity and meeting the standards of civil society – restore confidence of the victims of rights violation in the correctness and effectiveness of the rules governing the modern world. The answer to this question also has an important practical value, since the negative outcome calls into question the jurisdiction of international criminal tribunals. Contenuti After a quick review of some notions of social science methodology and descriptive and inferential statistics will address the following topics: - theory of scala levels introduced to the management and processing of file- quality control and cleaning of data matrix - management of missing values - transformation and recoding of variables -construction of indexes and typology-monovariate, bivariate and multivariate statistical analysis: frequency distributions, contingency tables, analysis of variance, bivariate and partial correlation, simple and multiple regression and introduction to the use of syntax.
Obiettivi formativi The course aims to introduce students (even through numerous practical exercises) the principles, methods and techniques of social research and statistical analysis of data.
Prerequisiti It is highly recommended to have passed the examination of statistical and social science methodology.
Metodi didattici Computer room with Pc, internet and intranet relationship teacher/students, Net Support software to enable students to see on monitor elaborations that the teacher plays on his computer (Master). The main topics of the course are available on the site, constantly updated, in the form of pages and downloadable files on home PC, to allow for easy enjoyment of the course also to students who can not regularly attend lessons in person. Opportunity to interact with the teacher meeting him 'person' or 'distance' (depending on constraints and preferences) in the timetable to be agreed in advance by mail. The fruition of the course in synchronous mode (traditional classroom lessons or 'remote' with the ability to determine the hours in which to connect to the site to participate in the chat discussion in real time) and asynchronous (the topics are addressed by students in moments later than the teacher's explanation, through participation in in-depth forum) and the ability to interact with both the teacher and with other students (in person but also via chat, forums and email), allows students to achieve form of participation in the course and higher interaction to the level reached by the only traditional teaching methods.
Altre informazioni During the practical exercises (see: Objectives), students are asked to test, on the basis of the data available, the plausibility of the assumptions in the study and, whenever possible, are encouraged to formulate new hypotheses to be tested. It will be a final test, articulated in a written exam (on elements of theory) and a practical test through computer practice (on statistical procedure)
Modalità di verifica dell'apprendimento Written and practical test. During the same examination session lasting up to two hours, there is a written part consists of some questions on topics of the course, while the practical part is composed of exercises to do, using STATA software, to save on the PC and to comment on the paper.

Modalità di verifica dell'apprendimento Written test, consisting in response to some questions (both closed questions and open-ended questions) regarding the topics covered in class. The written examination, lasting one hour, will take place at the end of the class and is reserved for students attending the class. It consists of ten questions you answer to with a cross or a word or phrase, and three questions you answer to in half a page (the questions correspond to the subject of a paragraph or a set of paragraphs in the text); Students who do not take the written text are required to take an oral examination, lasting 20 minutes. The oral examination consists in three questions regarding the theoretical and methodological skills taught in the course.

Modalità di verifica dell'apprendimento Written test that requires the students to solve a case study by developing a suitable linear regression model
Programma esteso The following topics will be covered in the course: 1.Random variables, distributions of random variables, expected value and standard deviation of random variables. 2. Statistical tests of hypotheses. 3. Coding of qualitative information: dummy explanatory variables. 4 Interaction terms as explanatory variables. 5. Conditional expected values and probability distributions. 6Multiple linear regression models: OLS estimators. 7Spurious correlations and the role of "control variables". 8.I How to interpret coefficient estimates: case studies and outputs of statistical packages. 9Hypothesis testing on coefficient estimates: T tests 10. Multicollinearity issues. Each topic covered in the course is illustrated using a number of case studies that show which specific econometric model is best suited to produce empirical evidence capable of supporting the decision making processes in the field of public policies.

Metodi didattici The course is organized with lectures (is highly recommended frequency) . For those attending there will be two mid-term tests with the aim of allowing them to self-assess the degree of their readiness and to certify its presence (participation in the trial is worth certificate of attendance in the event of insufficient score). In case of positive result it will contribute in determining the final assessment .
Modalità di verifica dell'apprendimento Final assessment will ORAL. The two intermediate tests will have a duration of two hours and will consist in filling out a form with closed questions (true / false , multiple choice.).

Contenuti History of the idea of Europe In the first part, that will have a general and historical-diachronic character, the course will consider the origin and the evolution of the idea of Europe and the idea of European unity in the ancient, modern and contemporary age. Then it will focus on the contributions by authors discussing these issue during the modern and contemporary epoch. A special issue – the idea of Europe and federalizing Europeanism of Walter Hallstein (1948-1982) – will be discussed in the second part of the course.

Obiettivi formativi The students will learn the main ideas and theories concerning the European identity and the idea of Europe and of the process of its unification from the ancient to the modern and contemporary age. The students will know the idea of Europe in the Walter Hallstein’s political thought.

Metodi didattici The course will be mainly organized on the basis of traditional lessons by the teacher, but it will also offer exercises and seminars. Digital materials and videos will be used. Attendance is suggested
Altre informazioni The tutor of the course, Dr. Stefano Quirico, will collaborate with the teacher for seminars and integrative activities. Digital instruments and videos will be used.
Modalità di verifica dell'apprendimento The course will request an intermediate written test and a final oral exam. The intermediate written test will concern around 60% of the program. It will be composed of: 2 questions to answer in 20 lines (each of them will give 8 pt. maximum); 4 questions to answer in 4-5 lines (2 pt.); 6 further questions – yes-no, multiple choice, etc. – each of them will provide 1 pt. The general final exam will be oral, on the basis of questions and answers.
Programma esteso After an overview on the development of the idea of Europe in the ancient and modern age, the course will focus on modern author as Machiavelli, Althusius and Montesquieu, and on the peace issue theorized by Saint-Pierre and Kant. The ideal and institutional consequences of the XVIII-century American and French Revolution on the idea of European unity will be deeply examined. Particular attention will be even paid on the preparatory debate about the European unification and the related federal and confederal models from the XIX century to the first half of XX century, i.e. the political thought of the Italian Risorgimento (Cattaneo, Mazzini, Garibaldi), the Marxist stream (Bauer, Renner, Kautsky, Trockij, the Italian authors of the “Critica sociale”), the debate in the period between the I and the II World War (Einaudi, Agnelli, Cabiati, Coudenhove-Kalergi, Lord Lothian, Robbins), the Italian antifascist movement (Rosselli, Trentin, Spinelli, Rossi), the French liberalism and personalism, and eventually the theories appeared from 1945 to the XXI century (Monnet, Friedrich, Elazar, Albertini, Habermas). A special issue – the idea of Europe and federalizing Europeanism of Walter Hallstein – will be discussed in the second part of the course.

Programma esteso The course will be divided in two different parts: the institutional part will analyse the following points: the European integration process, the Union Institutions and the decision making process, the Union competences, the relationship between the EU Law and the national legal systems (direct effect and supremacy in particular), the Jurisdiction of the European Court and the main European Actions, fundamental rights. Programma esteso The course will consider the issues of the organization of the administrative activities in accordance with the recent constitutional and legislative reformes, the basics and European standards and rules of judicial training. As for the organization it will be deepened in particular the historical development of the distinction between policy-making and managment activities. As pertrains to the activity, they will be subject of discussion in particular the general basics of the Constitution pertaining to the Public Administration, the administrative discretion, its process, the types of administrative measures, the rules of validity and effectiveness of administrative measures, the public agreements, self- protection, the contractual activity of the Public Administration and the different responsabilities. In order to enrich the educationa offer are expected testimonies of Administrative Sollicitors and Administrative Court judges.

Contenuti The present course deals with legal globalisation, worldwide legal families and comparative legal methodology. Common law and civil law, as well as radically different legal systems, will be analyzed in the sake of giving to the student a critical understanding of her own (as well of other’s) legal setting and conceptual categories.

Modalità di verifica dell'apprendimento For Non attending students there is a written exam of one hour and half, three questions, one for each texbook to be studied. For attending students the exam is divided in two parts, one is an oral proof and the other one is a written exam.
Programma esteso The present course deals with legal globalisation, worldwide legal families and comparative legal methodology. Common law and civil law, as well as radically different legal systems, will be analyzed in the sake of giving to the student a critical understanding of her own (as well of other’s) legal setting and conceptual categories. Contenuti After a first orientation about definitions and main approaches in family studies, we will develop a comparative perspective, in two directions. Taking a historical perspective, we will dive into the history of family structures and relations, with a focus on Europe but also integrations on other contexts. We will subsequently explore the contemporary situation, exploring with a comparative lens the relations between change in family experiences and models, and the different economic, legal and political conditions under which it unfolds. A specific focus will be devoted to changes in models and experiences of masculinity, as a way to explore relations of intimacy, care and generation in the context of austerity policies, growing social inequalities and new conflict dimensions.

Modalità di verifica dell'apprendimento Oral exam. Those students who will attend at least 60% of the course will have the possibility - in alternative - to undergo a written exam that will substitute the oral exam.

Among other issues related with masculinity, we will discuss gender violence and the emergence of caring masculinities.

Modalità di verifica dell'apprendimento In the middle of the course there will be a preliminary written exam (31 points) and a second written partial exam will be held at the end of the course (to coincide with the first official appeal in January, always 31 points). In subsequent appeals will be one written total test of 31 points (time available two and a half hours). Who will have 24 grade or more, will, if he/she wants to improve their marks, access to an oral test.

Programma esteso The course focuses on the principal historical and political methodologies starting from the problems of researching and evaluating the sources in the modern and contemporary historiographical models. The problem of the historical sources will be deeply examined in the light of the elaboration by F. Chabod. Some exercises will be realized about the methodologies for analysing the sources and most relevant false historical documents in the various epochs (the Donation of Constantine, the false memorandum of Mazzini, etc.) Particular attention will be paid to the application of those methodologies to the history of political and institutional thought of Johannes Althusius. The editorial history of his Political methodice digesta will be critically reconstructed. The theory of the consociationes will be explained even by reading and commenting text in class.

Contenuti After a quick review of some notions of social science methodology and descriptive and inferential statistics will address the following topics: - theory of scala levels introduced to the management and processing of file- quality control and cleaning of data matrix - management of missing values - transformation and recoding of variables -construction of indexes and typology-monovariate, bivariate and multivariate statistical analysis: frequency distributions, contingency tables, analysis of variance, bivariate and partial correlation, simple and multiple regression and introduction to the use of syntax.
Obiettivi formativi The course aims to introduce students (even through numerous practical exercises) the principles, methods and techniques of social research and statistical analysis of data.
Prerequisiti It is highly recommended to have passed the examination of statistical and social science methodology.
Metodi didattici Computer room with Pc, internet and intranet relationship teacher/students, Net Support software to enable students to see on monitor elaborations that the teacher plays on his computer (Master). The main topics of the course are available on the site, constantly updated, in the form of pages and downloadable files on home PC, to allow for easy enjoyment of the course also to students who can not regularly attend lessons in person. Opportunity to interact with the teacher meeting him 'person' or 'distance' (depending on constraints and preferences) in the timetable to be agreed in advance by mail. The fruition of the course in synchronous mode (traditional classroom lessons or 'remote' with the ability to determine the hours in which to connect to the site to participate in the chat discussion in real time) and asynchronous (the topics are addressed by students in moments later than the teacher's explanation, through participation in in-depth forum) and the ability to interact with both the teacher and with other students (in person but also via chat, forums and email), allows students to achieve form of participation in the course and higher interaction to the level reached by the only traditional teaching methods.
Altre informazioni During the practical exercises (see: Objectives), students are asked to test, on the basis of the data available, the plausibility of the assumptions in the study and, whenever possible, are encouraged to formulate new hypotheses to be tested. It will be a final test, articulated in a written exam (on elements of theory) and a practical test through computer practice (on statistical procedure)

During the same examination session lasting up to two hours, there is a written part consists of some questions on topics of the course, while the practical part is composed of exercises to do, using STATA software, to save on the PC and to comment on the paper.

Programma esteso The course will consider the issues of the organization of the administrative activities in accordance with the recent constitutional and legislative reformes, the basics and European standards and rules of judicial training. As for the organization it will be deepened in particular the historical development of the distinction between policy-making and managment activities. Obiettivi formativi The aims of the course are to confront students with a forum of discussion and explore the current issues in world politics and economics. Presented in English, the course will challenge, debate and analyse current political and economic thinking. Students will be required to participate in discussions and will be introduced to the skills of public speaking by making their own presentations in English.
Prerequisiti To follow this course properly, students ought to have about a B2 level of English. Since the objectives of the course are to discuss and scrutinize current world issues all of which are relevant to their other courses, students will need to develop their skills in skimming and scanning articles and be able to synthesize them into making coherent arguments. They will be required to develop their skills in making presentations and answering questions from an audience and to answer questions in a developed and intelligent way.
Metodi didattici The course will be a mixture of teacher - centred lecture/ discussion and student participation with the former being the norm in the first part and the latter in the second part of the course. In the second half, students will be required to give presentations and participate in debate/ discussions.
Altre informazioni This course is judged not only on language ability but also on content and therefore international certification will not exempt anyone from doing the exam and neither will those who have done three months work experience abroad be exempt. The Department positively encourages students to take external examinations (such as the Cambridge exams ,TOEFL and IELTS) for their own value. They play a vital role in a student’s armoury for future job opportunities. Advice and assistance in enrolling and taking these exams is available at any time from me. The relevant exams to students at this level are : B2 – First Certificate of English ( FCE ), Business English Course – Vantage:C1 – Certificate of Advanced English ( CAE ), Business English Course (Higher ).B2/C1 - International Legal English Course (ILEC), International Certificate in Financial English (IFCE). International English Language Testing System (IELTS) and TOEFL.
Modalità di verifica dell'apprendimento • The exam will consist of a 2 hour written paper in which students will be invited to answer any two questions from a list of about 15. All questions will have been about topics covered during the course. The questions will require full discursive answers presented in good English and developed into a coherent and clear argument. • There will be a compulsory oral exam based on the course for those students who pass the written part. • The oral exam is intended to award students additional marks, but in cases where the student is unable to explain or understand his written exam it will be used to lower the written score. • Student not accepting a written mark, forfeit using that mark should they get less the next time. • Students may only take the exam three times in any one year. • The exam is out of /30 and carries 9 credits.

Programma esteso The course provides an introduction to the sociology of migration. It tackles issues such as: the causes of migration; the demand for migrant labour; the labour market of migrants and the question of competition with natives; government attempts to control migration flows; the “second generation” and the long term effects of migration. Programma esteso Standard 1. The course (concerning the western sovereignty’s theory), after a brief tractation about the greek, roman and latin Middle-Age tradition in political thought concerning the governance’s problem, focuses the soluta potestas in the modern age (discriminating between absolutism founded on aristtelian political philosophy and absolutism founded on mechanist political philosophy), his critique with the calvinistic ‘monarcomach’(Althusius) and the rise of federalism (theory of federalism – sharing sovereignty). Then, the rise of radical democracy and representative democracy the uncertainty of liberalism between elitism and democracy, the fidgets of democracy, hesitating between social democracy and ethnic democracy and the rise of the first think over the worl-governance and the possibility of global democracy, specially through the guardianship of human individuals rights. We shall reserve a place for an exposition of the most radical critique of liberalism and democracy in the thought of Nietzsche. Totalitarianism is vised as the wicked outcome of democratization in countries where the liberalism war not enough consolidated or at all inexistent (Italy and Germany, on the one hand, Russia, on the other hand). W have select the lectures most emblematics for an exibition of the road of concept “sovereignty”. Standard 2 The history of politicals institutions start from the structure of Ancien Régime-State as a complex of ‘dominations agreements’ and a power-system based on “jus dicere” ; we come on to examine how this complex, in French and mostly of European States, accordingly to napoleonian conquests, become a central-State (with exception of United Kingdom, and Russia of Czars); the U.S.A., founded on English common law, achieve, instead, a pattern of shared sovereignty based on a strong federal rule. We examine the liberalization of european States in XIX century and its democratization stimulated by industrialization: when the democratization is come in countries who liberals institutions are weak, some politicals systems are producing patterns of ethnical plebiscitary democracy - in Germany the III Reich- or patterns of national- plebiscitary democracy -in Italy the fascism or in Russia (Soviets Union)– the proletarian dictatorsip (totalitarian State). We should examine the Welfare State as cross-form rispetto with respect to the political systems of XX century in Europea n in U.S.A. With the outcome of second world war, as much in Europe garrisoned by U.S.A army and U.K. army, as in the Europe garrisoned by Russia’s army, we have a market and economy integration who extenuates the leading role of Nation-States and produce institutions who achieve a progressive world-government (neoregionalism and internationals organizations (NU, IMF etc.). We have selected some readings suitables for a description of practicals of western sovereignty fron XVI to XX centuries.

Programma esteso Standard 1. The course (concerning the western sovereignty’s theory), after a brief tractation about the greek, roman and latin Middle-Age tradition in political thought concerning the governance’s problem, focuses the soluta potestas in the modern age (discriminating between absolutism founded on aristtelian political philosophy and absolutism founded on mechanist political philosophy), his critique with the calvinistic ‘monarcomach’(Althusius) and the rise of federalism (theory of federalism – sharing sovereignty). Then, the rise of radical democracy and representative democracy the uncertainty of liberalism between elitism and democracy, the fidgets of democracy, hesitating between social democracy and ethnic democracy and the rise of the first think over the worl-governance and the possibility of global democracy, specially through the guardianship of human individuals rights. We shall reserve a place for an exposition of the most radical critique of liberalism and democracy in the thought of Nietzsche. Totalitarianism is vised as the wicked outcome of democratization in countries where the liberalism war not enough consolidated or at all inexistent (Italy and Germany, on the one hand, Russia, on the other hand). W have select the lectures most emblematics for an exibition of the road of concept “sovereignty”. Standard 2 The history of politicals institutions start from the structure of Ancien Régime-State as a complex of ‘dominations agreements’ and a power-system based on “jus dicere” ; we come on to examine how this complex, in French and mostly of European States, accordingly to napoleonian conquests, become a central-State (with exception of United Kingdom, and Russia of Czars); the U.S.A., founded on English common law, achieve, instead, a pattern of shared sovereignty based on a strong federal rule. We examine the liberalization of european States in XIX century and its democratization stimulated by industrialization: when the democratization is come in countries who liberals institutions are weak, some politicals systems are producing patterns of ethnical plebiscitary democracy - in Germany the III Reich- or patterns of national- plebiscitary democracy -in Italy the fascism or in Russia (Soviets Union)– the proletarian dictatorsip (totalitarian State). We should examine the Welfare State as cross-form rispetto with respect to the political systems of XX century in Europea n in U.S.A. With the outcome of second world war, as much in Europe garrisoned by U.S.A army and U.K. army, as in the Europe garrisoned by Russia’s army, we have a market and economy integration who extenuates the leading role of Nation-States and produce institutions who achieve a progressive world-government (neoregionalism and internationals organizations (NU, IMF etc.). We have selected some readings suitables for a description of practicals of western sovereignty fron XVI to XX centuries.

The rules not only provide the framework for the action of economic agents but also representing the incentive system that determines the action of those who work in the economy. Obiettivi formativi Learning the fundamental concepts of the discipline and the technical language that characterizes it . Instantiation of the main approaches that have qualified the recent development of science policy and their applicability in the field of empirical research .
Metodi didattici The course is organized with lectures (is highly recommended frequency) . For those attending there will be two mid-term tests with the aim of allowing them to self-assess the degree of their readiness and to certify its presence (participation in the trial is worth certificate of attendance in the event of insufficient score). In case of positive result it will contribute in determining the final assessment .

Contenuti The law is to important to be left to jurists, but even to complex to be known only by one of them. The course offers to such non jurists that aim to work for institutions of society and government instruments of navigation and of dialogue with jurists. The legal bases of public institutions in constitutional and administrative law will be analysed. The specific language of norms, the navigation in the sea of sources of law and the balancement of the fundamental principlese of society, economy and politics will be learned.
Testi di riferimento The examination is based on the texture of the Italian Constitution – even in English translation - and on the other sources of law made available. These sources are interpreted by Roberto Bin / Giovanni Pitruzzella, Diritto pubblico, Torino: Giappichelli, ultima edizione (in caso di uso di edizioni precedenti si raccomanda la verifica ed integrazione delle fonti nuove) oppure su G. Zagrebelsky, V. Marcenò, F. Pallante, Lineamenti di diritto costituzionale, Firenze: Le Monnier, ultima edizione. Students with 12 credits have to make a further lecture of one of the following booklets of Gustavo Zagrebelsky: 1) Senza adulti, 2016; 2) Fondata sulla cultura, 2014; 3) Fondata sul lavoro, 2013; 4) Simboli al potere, 2012; 5) Principi e voti, 2005; 6) Il crucifigge e la democrazia, 1995, 7) Il diritto mite, 1992. Students may agree with the teacher alternative to the foresaid books, even in English, French, Spanish or German and special research activities for specific topics.
Obiettivi formativi The study of public outside a law faculty aims to provide basic knowledge of law and an interdisciplinary discoursive ability to cooperate and compete with lawyers. Therefore theories even connected to other sciences and courses shall be mixed with in minimum of practical abilities. The student will learn - to distinguish ideals form reality and norms from facts, policies from legal orders, markets form states ecc; - to observe and apply legal norms in order to make economic, cultural and political choices; - to analyse and manage procedures of production and administrative o judicial implementation of legal norms, - to evaluate real political choices or proposals in relation to the fundamental principles of the constitution in the political, economical and cultural life of state and society, - to dialogue and care relations with public institutions, with knowledge of their functions and structures, - to assess the need and the quality of legal advise and assistance.
Prerequisiti The course of public law has no formal, but cultural prerequisites, specially a good knowledge of Italian language (except for those who opt for English, French or German) and notions of history and geography, even at the european and international level. Non Italian students have to work on their Italian language competences, Italian once on their English language skills. A general interest for public news is required.
Metodi didattici Lectures will be integrated by case studies. Methodology is more inductive than deductive and more interactive than unilateral, being requested an active partcipation of students that have to use the sources of law and the materials offered by the teacher. Frequency is highly recommended.
Altre informazioni The teacher will offer a reader of the sources of law needed (electronic format). He will make available for the first parte detailed materials (dipense). Specific tutorship can be offered at least for foreign students.
Modalità di verifica dell'apprendimento The examination is written and/or oral. Students attending lessons will be examined on the topics focussed by the lectures. Students not attending lessons will be examined on the books. The reader of sources of law can be used during examination. After the second unsuccessful written examination, an oral examination will be requested. An intermediate examination will be offered after a third of the lessons.
