At the end of the course, students will be in possession of the tools for i) the analysis and discussion of welfare spending, ii) decisions on the allocation of public resources; iii) the analysis of trend data relating to the main welfare sectors.

Students must have passed a Microeconomics course and must possess minimum mathematical and statistical analysis requirements

Le lezioni affrontano i principali problemi teorici, la modellistica e gli aspetti istituzionali riguardanti la spesa del welfare state, con un focus sul concetto di equità d’accesso ed equità nella distribuzione delle risorse. Concetti dell’economia pubblica e della micro economia come beni di merito, asimmetrie informative, sistemi assicurativi pubblici, incertezza ed assicurazione vengono utilizzati per una migliore comprensione delle tematiche analizzate.
Alla fine del corso gli studenti saranno in possesso degli strumenti analitici utili per l’analisi delle tematiche di welfare.
Il corso si compone di una parte teorica, rappresentata dalle lezioni frontali, ed una parte applicata, nella quale agli studenti viene richiesto di presentare gli argomenti e le tematiche affidate loro dal docente. Una parte del corso è dedicata all’analisi dei dati in un particolare settore, la sanità. Questa parte comprende l’utilizzo di programmi per l’elaborazione dei dati quali Excel e Stata.

The course aims to provide students with the main concepts regarding welfare systems; In particular, issues relating to the pension system, healthcare, assistance and education are covered. The public perspective, which includes the analysis of social costs, constitutes a starting point in the content analysis.
The lessons address the main theoretical problems, modeling and institutional aspects regarding welfare state spending, with a focus on the concept of equity of access and equity in the distribution of resources. Concepts from public economics and micro economics such as merit goods, information asymmetries, public insurance systems, uncertainty and insurance are used for a better understanding of the topics analyzed.
At the end of the course, students will be in possession of the analytical tools useful for the analysis of welfare issues.
The course consists of a theoretical part, represented by frontal lessons, and an applied part, in which students are asked to present the topics and themes entrusted to them by the teacher. A part of the course is dedicated to data analysis in a particular sector, healthcare. This part includes the use of data processing programs such as Excel and Stata.
