The course introduces knowledge of the role and functions that territorial public bodies, with particular reference to Regional Administrations, have assumed within the framework of European regional and cohesion policies and the management of European Structural and Investment funds

The course is organized in frontal lessons divided into 10 days of 3 hours in which the topics will be addressed from a theoretical point of view and through the description of case studies. Attendance is strongly recommended

First day: Introduction to the Course and overview of the development of the Italian public administration. Local authorities in the Italian Constitution. Title V – The Regions, the provinces and the Municipalities. The role of local authorities
Second day: Governance and organizational models of Public Administrations
Third day: Public Governance of the territory with a view to co-creating public value
Fourth day: Public Governance of the territory with a view to co-creating public value
Fifth day: European Union: The community budget, the financial instruments of the European Union
Sixth day: regional and cohesion policies and European structural funds
Seventh day: Multilevel governance and the partnership agreement for the management of European structural funds: the actors and the programming documents
Eighth day: Planning, monitoring and accountability of public investments
Ninth day: European Union: History and evolution of INTERREG: from Community Initiative Program to Cohesion Policy Objective
Tenth day: European macro-regional strategies, the future of cohesion policies and community programming 2021-2027 (European Green Deal, Next Generation EU, National Recovery and Resilience Plan - PNRR)

Understand the role, functions and organizational models of Public Administration at local level (Regional and local Administration in particular)
Deepen knowledge of European institutions and the relationships between European institutions, national and local administrations with a view to multilevel governance
Knowledge of the history and objectives of the European Cohesion Policy and of the multi-level organization linked to its operational management.
