Course Contents
The course is designed for the student to acquire the knowledge and related practical skills of designing and evaluating professional development processes. The first part of the course is aimed at presenting the political, market and managerial complexity of professional settings and the specifics of the systems of professions in the health care system, so that the student begins to master the motivations and contextual factors of greatest influence on the management and development logics of the health professions. The second part illustrates the process of human resource development in the logic of Competence-based human resource management, also presenting innovative models of professional enhancement and development. The third part mentions the role of knowledge management in directing the development of professionals placed in health care settings and discusses the role of post-basic in-house training. The last part reconnects the contents to the evolution of the work contract and its impact on development processes. The skill of evaluating and designing professional development processes is fostered by the production of an individual paper (ADO) aimed at describing a short project in the specific professional field.

- the economic-social problems and dynamics that may impact the professional development system;
- the potential for innovation in professional development processes in the current health care context; and
- the new professional development scenarios.

- the knowledge acquired in order to propose a professional development and evaluation project in the territorial context.

Teaching Methods
Interactive frontal lesson. Presentations in MS-Power Point format and websites. Lecture-discussion with projection of audiovisuals, discussion of scientific works, group reports.

Assessment Methods
The profit examination is offered in a single session for the entire integrated course. With regard to the part of "Design and Evaluation of Professional Development Processes," prior to the examination each student will be required to present a case study of design and evaluation of professional development processes in his or her own context to demonstrate the acquisition of knowledge application skills, decision making skills and problem solving in the field of human resource development (10 points). The next test will consist of an examination session in which the student will be given a quiz test (24 quizzes with multiple choice, one correct answer, 24 points) aimed at investigating the cognitive and knowledge application aspects of the teaching discipline. The duration of the written test will be 30 minutes. Passing the quiz test requires that half plus one of the correct answers be given. The grade will be formed based on the results of the case study and normalized by the response rate of the cohort (first session best performance). In order to achieve a score of 30/30 cum laude, the student must still demonstrate excellent knowledge of all topics covered in the course.
Detailed Syllabus
1- Professions in the organizational complexity of health care systems: the demographic imbalance and the effect of increased pension spending. The "issue" of health staffing: between economic balance and maintenance of service levels.
2- The multidisciplinary, professional and managerial culture. The reengineering of professional relationships. Authority and jusbureaucratic implications.
3- The health professions work market scenario. Rationalize, reorganize, retrain? Shortage of health professions. The relationship with the medical profession.
4- Trade-off between fungibility and specialization: the evolution of skills in the evolution of the health care system. Task shifting and task sharing.
5- Competence-based human resource management.
6- The human resource management process: design mechanisms, evaluation, development and career paths - fundamentals. From the "Brunetta Law" to the "Madia Reform": nods to evaluation (Legislative Decree 150/2009 and Legislative Decree 74/2017). The evaluation of professional competence: analysis of some tools.
7- The role of new technologies on and for competence development.
8- Knowledge generation, management, translation. The limits of knowledge transfer. Cabana's model. Decision Support Systems (DSS).
9- The mismatch between basic training and the needs of health care companies: in-house training on the English model. The certification of competencies.
10- Aspects of the new CCNL with implications for professional development. The system of assignments. Pay-for-performance systems: opportunities and critical issues, beyond the CCNL.
Written report on the design, evaluation, development of professions (ADO ”Design and evaluate professional development processes”).
Expected Learning Outcomes
In order to achieve the knowledge and skills corresponding to the sufficiency level, the student is asked to demonstrate:
-Knowledge and understanding: the concept of human resource management process; the positive link between evaluation and professional development.
-Ability to apply knowledge and understanding: ability to apply the knowledge gained in the course and apply the concepts of evaluation design and professional development direction; ability to remodel the models discussed to new realistic contexts.
-Autonomy of judgment: ability to interpret innovative and evolving models of professional development in community health settings.
-Communication skills: ability to expose concepts clearly, in both oral and written form, using appropriate scientific language.
-Learning skills: ability to use acquired knowledge to participate in seminars and/or courses to further the subject; ability to model new patterns from real cases.
