Module B of Social and Territorial Policies will present an overview of the regulatory framework governing services and social policies in Italy, focusing on the managerial and administrative organization of planning and implementing interventions at the local and territorial levels. The course will examine the process that led to the development of an integrated system of social interventions and services in Italy, analyzing its limitations in implementation and future prospects. Particular attention will be given to the process of social and healthcare integration, adopting a comparative perspective with an interregional outlook.

Carbone, D. and Angelucci, A. (2025). Social Legislation in Italy. Models and Perspectives in Sociology, Carocci Editore. The lecturer will provide original study materials (slides and handouts) during class and share them on the digital platform available to students. Additional in-depth materials may be consulted upon request, in agreement with the lecturer.

The student will be expected to demonstrate an adequate understanding of the regulatory framework, its evolution, and the ability to master the conceptual tools as well as the relevant professional and scientific terminology. The student should also be familiar with the process of planning and implementing social interventions and services at the local level, with that of social and healthcare integration, and be able to analyze the limitations and potential of these processes from a comparative perspective.

Classes will be held mainly in lecture format, but interaction and discussion on specific topics will be encouraged. The course will also include thematic in-depth sessions.

The Social and Territorial Policies B program will include eight lectures covering the following topics: The concept of social legislation and legal sources Social policies and the Italian Constitution The evolution of social policies in Italy The system of social interventions, services, and policies: Law 328/2000, the principle of subsidiarity, and the role of the Third Sector Planning of social services: programming, planning, and management tools The local dimension of social policies Social and healthcare integration and related interventions The organization and management of social policies in Piedmont

The student will be expected to navigate the regulatory framework governing social services in Italy and understand its origins and evolution. They should also be familiar with the managerial and organizational structure of territorial social services and policies, and be able to use basic professional terminology.
