The course focuses on the advanced study of administrative law, in particular those aspects of it that are closely related to the field of social services.

With regards to exam contents, the textbook is: F. MANGANARO, V. MOLASCHI, R. MORZENTI PELLEGRINI, D. SICLARI (a cura di), "Manuale di legislazione dei servizi sociali", III edizione, Giappichelli, Torino, 2020 (Please note: not the 2022 "Extract" edition).Concerning administrative law profiles, the following books are recommended as alternatives between them: - E. CASETTA, "Manuale di diritto amministrativo", Lefebvre Giuffrè, Milano, last edition;- F. G. SCOCA (a cura di), "Diritto amministrativo", Giappichelli, Torino, last edition.

The course aims to provide students with an in-depth understanding of administrative law, enabling them to gain a thorough knowledge of the subject’s fundamental concepts and their application in the social services sector. 

No prerequisites.

Teaching will be based on lectures, with analysis and discussion of concrete law case studies.

Experts working in the world of administrative law and/or social services law, including foreign ones, may be invited to participate in the lecture. The exam will be held in the traditional form of an oral examination, consisting of some questions related to the topics of the course's program. The way in which the student articulates the answer, as well as the mastery of the concepts and the level of depth of the topic, will allow Professor to assess the achievement, or not, of the course objectives.

The course will focused on the following topics:Course overview and introduction to advanced administrative law relating to social services;Review of the main principles of substantive administrative law and an overview of administrative justice;Social rights in the legal order of the European Union and in the Italian Constitution;The integrated system of social interventions and services under Framework Law No. 328/2000;The administrative organisation of social services;The management of social services within the context of local public services and the role of the third sector;Public interventions to support people living in poverty;Public interventions to support people with disabilities;Public interventions to support older people;Public interventions to support foreigners.

To attain the knowledge and skills corresponding to the minimum sufficiency level, students will be asked to demonstrate that they have mastered the general concepts of the topics covered in the course lectures, and that they have acquired the theoretical-practical tools to better interpret the complexity of the subject.
