Public law; types of State and forms of government; the people; Parliament; the Government; the President of the Republic; jurisdiction and the judiciary; territorial autonomy within the regional model; participation in the European integration process; economic governance; the theory of sources of law; sources of Italian law; public administration; constitutional freedoms; labor, enterprise, and the market; constitutional justice.

Learning Outcomes
The course has a total value of 6 ECTS credits, consisting entirely of direct teaching delivery for a total of 45 hours of lectures, complemented by independent study hours. The course aims to provide students with the fundamental knowledge of public law, with particular regard to the constitutional principles governing the organization of the State, the functioning of institutions, and the relationship between public authorities and citizens. By the end of the course, students will have acquired knowledge of the main institutions of constitutional and public law, the sources of law, the organization of State powers, the system of local authorities, Italy's participation in the European integration process, and the principles regulating public administration, economic governance, labor, business, and the market. Furthermore, the course aims to develop the ability to correctly interpret and use legal terminology, to understand and critically analyze the main constitutional and legislative provisions, and to apply the acquired knowledge to the analysis of legal issues of public interest, also in relation to the economic and institutional aspects that characterize business activity and the functioning of markets.

The course will be delivered primarily through lectures, which may be complemented by seminar sessions aimed at exploring case studies or topics of particular interest in greater depth.

Assessment Methods
Learning assessment is carried out through a paper-based written exam consisting of a 40-minute multiple-choice test made up of 16 questions, designed to evaluate individual preparation across the entire course syllabus. Each question provides three answer options, of which only one is correct and two are incorrect. No intermediate tests or internal prerequisite hurdles are provided.

Each correct answer awards 2 points, while 0 points are assigned for each incorrect or unanswered question (there is no penalty for wrong or blank answers).
The correspondence between the level of knowledge achieved and the final grade is defined by score bands. The passing mark of 18 out of 30 is reached with 9 correct answers, certifying an essential knowledge of basic concepts. The score increases proportionally by two points for each correct answer beyond the passing threshold, progressively outlining the degree of mastery: 10 correct answers correspond to 20 out of 30, 11 to 22 out of 30, and 12 to 24 out of 30, highlighting a fair knowledge and good understanding of public law institutions. With 13 correct answers, a score of 26 out of 30 is achieved, and with 14, 28 out of 30, reflecting in-depth preparation, up to 30 out of 30 with 15 correct answers, indicating complete and excellent knowledge. The highest level of excellence, equal to 30 cum laude, is achieved by correctly answering all 16 questions on the test, totaling 32 points.

The structure of the assessment aligns with the expected learning outcomes, as it requires demonstrating a clear understanding of the organization of State powers, the system of legal sources, and the protection of fundamental rights.
Detailed Syllabus
The course covers all topics and chapters of the reference textbook, incorporating the cross-cutting analysis of the gender dimension throughout the program. This perspective is systematically examined with specific reference to the application of the principle of formal and substantive equality, the exercise of political participation rights, guarantees regarding body autonomy, and the promotion of equality, merit, and individual well-being within labor, educational, and compensation contexts.
Expected Learning Outcomes
General skills: knowledge of the fundamentals of the general theory of the sources of law and interpretation; knowledge of the system of sources of law of the Italian, International and European legal systems; ability to solve some basic problems related to the relationship between the sources of law, conflicts and the techniques of resolution; knowledge of the Constitutional organization of the Italian Republic.

Specific and Transversal skills: learning and proper use of basic techniques of legal reasoning to solve problems; knowledge and use of proper legal terminology; ability to analyze legal sources, doctrinal and jurisprudential materials related to public law.
